Department Overview

The Engineering Department has worked on plan reviews for limited commercial development and has provided inspection and construction administration for these projects as well. Work on Village projects continues to be the primary engineering activity. Clean water activities are a big portion of the Department’s focus including addressing stormwater flooding concerns.

The Engineering Department also assists other Village Departments as needed including community development, streets and roadway, utilities, building and inspection, and clean water.

Department Activities During the Past 12 Months

Engineering has implemented (planning, preliminary engineering, design and construction) a number of Village Projects over the past year including:

  • 73-1 and South Central Lift Stations Construction and Start-Up;
  • Sewer D Gravity Sewer Construction and Start-Up;
  • Prairie Farms Trail Design and Preliminary Construction
  • STH 165 (CTH EZ to CTH ML) Widening and reconstruction construction coordination with WisDOT;
  • Lakeview Lift Station Improvements Construction;
  • Temporary Parking Lot Improvements Permitting and Construction for RecPlex
  • Planning and preliminary engineering for Village Green Center;
  • Planning and preliminary engineering for the Southeast Wisconsin Innovation Center;
  • Planning and preliminary engineering for the Chateau Area Stormwater Improvements;
  • 2010 and 2011 Village Paving Program Contract Documents and Construction Administration;
  • Construction of landscaping for areas west of the interstate including the West Frontage Road and CTH Q;
  • Selective demolition of the former Manutronics Building for the development of the Springbrook Innovation Center;
  • Design of a new swale and stormwater piping improvements as part of the South Kenosha Stormwater Improvements Project funded by a CDBG;
  • Coordination with the Wisconsin Department of Transportation on the Vision Management Plan for STH 50;
  • Coordination with the Wisconsin Department of Transportation on the repaving and reconstruction of STH 50;

Limited development projects were implemented during the year. Engineering was involved in plan review, inspection and overall coordination with the Developer, Developer’s Engineer and appropriate agencies. Projects included:

Overview for 2012

The current economic recession continues to stall the growth of the residential market. Subdivisions that are currently under plan are in a holding pattern and requests for time extensions are frequent.

The commercial market has slowed as well.

Significant efforts anticipated for the Engineering Department in the last part of 2011 and into 2012 include the construction of the stormwater swale and stormwater collection system for the South Kenosha Stormwater Improvement Project as part of the Community Development Block Grant funding received. This is part of the Springbrook Innovation Center Project.

Anticipated for completion:

  • Major landscaping improvements for right-of-way areas west of the interstate including the West Frontage Rd, CTH Q, a portion of Prairie Springs Pointe;
  • Grading and construction of a new drainage ditch at the proposed Springbrook Innovation Center;
  • Springbrook Innovation Center Building modifications
  • Infrastructure design for proposed Southeastern Wisconsin Innovation Center;

Several infrastructure projects are anticipated to be identified for engineering design and construction throughout the Village.

The phased design and reconstruction of 116th Street will continue in 2011-12.

Continued coordination with the Wisconsin Department of Transportation:

  • The repaving and expansion of STH 50 from the Kilbourn ditch to 43rd Avenue;
  • The completion in the fall of 2011of the widening and roundabouts on STH 165 between CTH EZ and ML;

Refinement of criteria and planning for the Village Green Center will occur.

The Engineering Department’s webpage has had changes made to it. New items include a mission statement, contact information, project bidding information and frequently asked questions. Additional items to be worked on include the development of an engineering submittal guide and a subdivision development construction guide.

Green initiatives will continue to be identified for the Village in conjunction with the Public Works Department including:

  • Building of LEED Certified Facilities including Fire Station No. 3;
  • Energy efficiency measures in water and wastewater;
  • Use of alternative energy sources such as solar and wind for Village’s facilities.

The Village's Bike & Pedestrian Plan will continue to be implemented. New segments to be completed include Prairie Ridge Boulevard, 94th Avenue and the preliminary construction of the Prairie Farms Trail.
